Organisation and Operation Regulation
of the „National Host of Hungary” Society

 

 

 

General provisions

This Organisation and Operation Regulation is based on the approved and integrated Charter of the National Host of Hungary Society (1063 Budapest, Munkácsy M. u. 16.), a civil organisation established under the provisions of Act II 1989 on the right of association and incorporated by the Capital City Court on 12 December 1998 under No. 60973/98, and sets forth the supplementary procedures and principles required for the operation of the Society.

 

Provisions pertinent to the members of the Society's organisation

The members of the Society's organisation (those working in the Society's Presidency, Supervisory Board, Secretariat, professional and work organisations) may be engaged in political activities and public life during their mandates provided such activities do not restrict their work carried out for the Society. However, they may not be engaged in activities that might impair the Society's successful operation, goodwill or achievement of its aims.

 

Provisions relating to the Society's professional and work organisations

The General Meeting or Presidency of the Society may set up working committees for the performance of certain duties. The head of such a committee and the number of members therein shall always be determined by the body establishing the committee, taking into account the scope and significance of the duty.

 

Third-party experts, specialists or individuals that are not members of the Society may also be invited to join a working committee.

 

The assignment issued to the (member of the) committee shall contain the description and scope of the duty to be performed by the invited committee member (expert) and the terms of payment under which he/se undertakes to perform it. The amount to be paid shall always be determined by the Presidency within the limits of the budget. The document containing the assignment shall also contain the committee member's (expert's) declaration to accept the assignment.

 

Competencies regarding the Society's activities

The activities indicated in the following chart cover the major areas of the Society's operation. Concerning any other issue, the procedures following from the Charter of the Society shall apply.

Planning

Planning is a phase of identifying the activities and performing the strategic evaluation of these activities by appropriating the available funds.

 

The Executive Officer, the Chairperson and the Presidency prepare decision proposals regarding the Society's mid- and short-term work programs (strategic and annual plans) and financial plan, taking into account the member organisations' and the work committees' suggestions, and submit them to the General Meeting for approval. The entire process is controlled by the Supervisory Board.

 

Implementation

Implementation means actual completion of the duties based on the approved plan, i.e. operation of the Society in accordance with its aims. The entire process is controlled by the Supervisory Board.

 

Administrative implementation includes the procedures related to the execution of financial transactions, conclusion of contracts, confirmation of fulfilment, remittance and disposal of the bank account.

The power to remit means the authorised person's right to confirm justification of a payment to the accounting staff. Disposal of the Society's bank account is subject to reporting the names of the persons with such power to the bank keeping the Society's bank account.

Any commitment regarding financial procedures shall be within the approved budgetary limits, up to the sums available. The administrative implementation procedures are divided among the Presidency, the Chairperson and the Executive Officer as follows:

 

  • The Chairperson or the Executive Officer may remit sums without limitation and dispose of the relevant bank account jointly with one of the Vice Chairpersons.

 

  • The Executive Officer of the Society may remit limited amounts (up to HUF 250 000) and sums required for the operation of the Office and dispose of the relevant bank account independently.

 

Professional implementation covers decisions on the experts' activities connected to the Society's duties (selection of experts) as well as the professional decision and implementation procedures regarding partial processes.

  • The Executive Officer, the Chairperson or the Presidency of the Society prepares decision proposals regarding the professional activities, taking into account the proposals of the members and the heads of the work committees.

 

  • The Presidency considers the proposals and passes decisions based on the nature and significance of the task, taking into account the terms of the Charter, the annual plan or the annual budget.

 

  • The proposals regarding the daily operation of the organisation shall be approved directly by the Executive Officer.

 

  • The activities shall be implemented by the work committees and the Secretariat of the Society.

 

  • The written materials concerning major issues affecting the Society's activities shall be distributed by the Secretariat of the Society.

 

Media contacts, PR

It is in the Society's fundamental interest to create a positive image of its activities in the wide public through the media. To achieve this, the Society expects assistance from each of its member organisations and staff. To create a true and uniform image of the Society's activities in the media, the General Meeting stipulates it as a general principle that each official may give statements only about the level of activities which he/she has complete insight into. Accordingly,

  • The member organisations may submit proposals to the Presidency or the Executive Officer concerning the presentation of their activities within the Society.

 

  • The heads of the work organisations may make statements on their activities performed within the work organisation.

 

  • Regarding general issues, the media contacts shall be prepared by the Executive Officer, the Chairperson and the Presidency.

 

  • The Chairperson and the Executive Officer may make statements on the Society's activities independently, without the Presidency's approval.

 

Reimbursement of costs regarding the Society's activities

The members of the Society's Presidency, the Vice Chairpersons, may claim reimbursement for their minor expenses arising in connection with their activities performed for the Society (e.g. transport, communication, catering, customary gifts, etc.) within the budgetary limits by submitting their invoices.

The staff of the Society's Secretariat are entitled to transport contribution and reimbursement for their meal expenses up to the amount exempt from tax under the personal income tax law.

 

Issues related to the Society's legal supervision

The legal supervision of the Society as a voluntary organisation is exercised by the prosecutor's office.

The members and staff of the Society shall report to the Supervisory Board forthwith upon detection any deficiency or possible illegitimacy in the Society's operation that they consider might be subject to legal supervision. The Supervisory Board shall inform the Presidency of the observations received. No legal supervisory action may be instituted by the reporting person until the issue is discussed by the General Meeting.

 

Entry into force provisions

This Organisation and Operation Regulation shall come into force upon approval thereof by the Society's General Meeting on 25 June 1999. The provisions relating to the reimbursement of costs shall apply, within the limits of the annual budget, with effect from 1 January 1999.
