Letter of intent
To promote research, research projects and the development, introduction and dissemination of new technologies in the field of telecommunications, the Signatories to this Letter of Intent confirm it as a fact that the interested organizations of the member states involved in the projects of the ACTS subprogram of the 4 European union skeleton programs take part in these projects under the auspices of their respective national „Hosts”. To achieve the above goal, the national „Host” procures (provides a framework) that the infrastructure and services offered by the member states for the above purpose are linked to the users who wish to take advantage of these infrastrucure and services for the above purpose. By signing this Letter of Intent the parties definitely express their intent herewith that they find the creation of the Hungarian National Host desirable and wish to contribute to the establishment thereof to promote Hungary’s participation in the above and similar EU projects. The Parties wish to achieve the above goals by mutual cooperation. Therefore they wish to enter into a detailed cooperation agreement in this respect to regulate the procedure of achieving the goals and fulfilling the tasks as well as to stipulate the legal status and the rights and obligations of the participants. The Parties will appoint a joint executive body to fulfil the coordination tasks under the cooperation agreement in relation to third party organizations. The tasks of the executive body will be determined to required and sufficient extent in such a manner as to ensure continuous control by the participating organizations. The Parties wish to include a contractual provision whereby those concerned may subsequently join the cooperation system created by the cooperation agreement. The Signatories hereto agree that the expression of the intents above shall not be construed as a commitment whatsoever to sign or join the cooperation agreement. They agree furthermore that the failure to set up the Hungarian National Host by 31 Decemer 1997 will make this Letter of Intent null and void with effect from the same date. The Signatories to this Letter of Intent agree that the laws of the Republic of Hungary currently in effect shall be applicable to the issues not provided herein.
